Pier 2 & 21 Replacement 
Tidewater Skanska’s $76.8 million replacement of Piers 2 and 21 represents the first of the twelve new double-decker piers slated for construction at the Norfolk Naval Base. The job, which began in July 1999 with dredging operations, showcases Tidewater’s long-standing good working relationship with the Navy.
The innovative design of each 90-foot by 1500-foot pier, conceived by the Atlantic Division, Naval Facilities Engineering Command, incorporates over one thousand precast concrete elements in the lower deck, supporting a cast-in-place concrete upper deck. Unlike the previous generation of piers, the new piers’ utility lines are routed between decks, allowing easy access for maintenance while leaving the structure’s upper deck uncluttered, free to support the loads of the Navy’s newest and largest cranes.
Piers 2 and 6 (respectively known as Piers 21 and 2 prior to renumbering in 2001) were turned over to the Navy on schedule in November 2001. Pier 2’s contract also includes the demolition of the existing Piers 21 and 22, which is slated for completion in mid-2002. Client: U.S. Navy
